Handling Complaints
As part of its duties for protecting the rights of persons with intellectual disabilities in Cyprus the Committee accepts complaints from both individuals and groups of people. The complaints are typically placed by the legal guardians of the person concerned (see Submitting requests section). After the complaints have been examined/investigated, if need be, they are then forwarded to the relevant Departments in order to resolve them. Unfortunately many complaints cannot be resolved directly as this often requires fundamental changes in government policy, a process which can be lengthy.
Complaints usually refer to the following:
- insufficient provision of day care and home-based support
- insufficient support and special education provisions for children attending mainstream schools
- issues arising in the administrative boards of association running social inclusion programmes
- significant financial needs
- inadequate employment in the labour market and/or unfavourable work conditions
- property management
- social acceptance of persons with intellectual disabilities
- fears/concerns for the future of those entering adulthood
- inadequate health care
- safety within education/work facilities
- expulsion of individuals from Institutions/day care centres
- discontinuation/reduction/re-evaluation of social welfare benefits
- discipline issues and offending in individuals with an intellectual disabilities
- sexual harassment of individuals with an intellectual disabilities
- de-institutionalization of those placed in the Athalassa Hospital
- lack of services in rural areas and the Paphos area
